Online multiplayer servers in SimCity were initially disabled via Origin, except for a Tournament Mode and "Creative Mode"- an idea that was later implemented in SimCity 4's Creative Labs Mode. That feature was exclusive to the Constructor Mode of the game. This is also the reason why there are only two regions for the free trial version. Usually, there are three regions by the end of the game, but there is only two here because of the Tournament Mode.
Official servers for SimCity were released on July 1, 2015. This was a new means of server players to upload content on to SimCity servers.  A new feature was called community servers which allowed players to host their own servers. Community servers are not required to use the official servers as long as they are enabled within SimCity 5's settings. 
If you want to be on a server with someone else, go to the Game Menu and select the Transmit option. You can choose Change Game Mode to Most PvP. Also be sure to enter the region and city name. Once you do that, you're good to go. From now on, each server you visit will be populated with other players. Choose to join a server in the lobby.
The process of switching to Creative/Tournament Mode is slightly different. Open the Game Menu and press the Down Arrow to enter Options. At the bottom of the tab is a section for Game Modes. Select the 4-Player option. Once you have the provided server settings, click the Start button and a sub menu will appear. Select the Competition tab and set a game mode.
